West Bend - A 3-year-old toddler died this month of a massive streptococcus infection throughout her body after several days of neglect during which her mother refused to seek medical treatment out of fear that she would be accused of child abuse and the woman’s boyfriend ignored steadily worsening symptoms, according to a criminal complaint released Thursday in Washington County Circuit Court.

Both the 25-year-old mother, Leann L. Leszynski, and Justin J. Streicher, 24, were charged Thursday with felony child neglect resulting in the death of the girl May 1 and seven other criminal charges.

The charges include three additional felonies: maintaining a drug house for delivering illegal drugs; possession of heroin; and possession of oxycodone, a narcotic painkiller. Other drug related charges against both include possession of cocaine, possession of THC, and two counts of possession of drug paraphernalia.

Washington County Circuit Judge James Pouros cited the death of the child, operation of the drug house and their drug use in increasing bail for both defendants to $100,000, up from $10,000 set at a May 3 bail hearing.

After reviewing the criminal complaints against Leszynski and Streicher at Thursday’s court hearing, Pouros found probable cause that they had committed the crimes.

An autopsy report concluded the bacterial infection was a substantial factor in the death of the girl, Haley. The infection had spread from a cut on a finger to an arm and her face, as well as her brain, lung, spleen and blood.

The autopsy also revealed that Haley had blunt head and neck injuries, including multiple contusions and abrasions to her head, neck and face.

One witness who purchased drugs at the apartment told police that he observed injuries to Haley after Streicher moved into the apartment in February, the complaint says. The man also said he observed bruising on Haley’s face and arms beginning in March.

The witness also said he regularly observed Streicher blow marijuana smoke into the girl’s mouth in an attempt to quiet her, the complaint says.

Another witness who bought marijuana at the apartment in late April told police that the girl’s whole head appeared to be one big bruise. The witness told police that he urged Streicher at that time to seek medical treatment for the girl.

Even after finding Haley dead on the morning of May 1, neither Leszynski nor Streicher called 911 or sought other emergency medical help for the child, according to the complaint.

After Streicher’s mother, Dawn Streicher, agreed to remove Leszynski’s two other children from the apartment, the pair drove out to buy cigarettes, the complaint says. They left the girl’s body in the apartment.

Leszynski later called a physician to obtain a prescription. In that phone call, Leszynski acknowledged the girl was dead.

The physician’s office then alerted police that there was an unresponsive child in an apartment in the 2100 block of Barton Ave.

Leszynski and Streicher gave conflicting reasons for Haley’s facial injuries when talking with investigators.

Streicher acknowledged on May 1 that he had blood on his clothing because he cleaned blood off the girl after he found her dead about 6:30 a.m. that day. He waited 30 minutes before telling Leszynski that Haley was dead, according to the complaint.

R.I.P. my little niece . . .

As everyone already knows this is my niece who was murdered by her mother and her boyfriend sometime Monday night. My family is planning a candle lit vigil for Friday evening at 7:15 pm.
Its going to be at Barton park in Barton wi. its at the intersection of salisbury lane and Hi Mount st. at 7:30
R.I.P. LITTLE HALEY

She was my niece, and Im so sorry I couldnt protect her from this. Many of you know after my mother passed, I tried to get custody of them. My mother had custody of the children, as their mother abandoned them. The fact that they were placed back into that broken home haunts and angers me.

Help me honor her memory, please share your photos and video with me to add to this page. This girl had a harder life at only 3 years old then many people have that live to be much, much older.

Much love my little Haley, and to the two sisters you left behind.
